Unit 2 Leadership and Strategy Excellence 

WHO SHOULD IMPLEMENT LEADERSHIP EXCELLENCE STANDARDS: Senior leaders, directors or managers (e.g. CEO, CFO, CIO, COO, etc. and including  Information Management managers. The Leadership Focus Team (LFT) Chair Person is accountable for Leadership Excellence results, including financial performance, marketplace performance, strategy alignment and accomplishment, leadership and social responsibilities, and impact.

Module 1 - 1.1 Senior Leadership

VALUE ADDED - (MANAGERS) - Organization Managers who successfully implement this OE21 Standard  will understand and be able to accomplish the following Leadership Excellence actions:

  • Help sets and deploy organization mission, vision, and values to the workforce and to customers

  • Help ensure that senior leaders personal actions reflect a commitment to organization values 

  • Help promote and demonstrate legal and ethical behavior

  • Help get employees and managers engaged and focused on key outcomes and results

  • Help create an organizational environment for success

  • Establish Focus Teams and Commitment

  • Create or revise Mission, Vision, Values and Ethics Statements

  • Set Key Intended Outcomes (KIOs) - leadership, customer, operations, workforce, community

  • Input Senior Leadership measures (trends, action plans) into Performance Measurement System 

Module 2 -  1.2 Governance and Social Responsibility

VALUE ADDED - (MANAGERS) - Organization Managers who successfully implement this OE21 Standard  will understand and be able to accomplish the following Leadership Excellence actions:

  • Decision: Does the organization need an Organizational Governance System (or not)

  • Establish the Organizational Governance System (where appropriate; e.g., public companies)

  • Establish policies for Legal and Ethical Behaviors of senior leaders and organizations

  • Establish policies for Social Contributions and Responsibilities

Module 3 - 2.1 Strategy Development

 

VALUE ADDED - (MANAGERS) - Organization Managers  who successfully implement this OE21 Standard  will understand and be able to accomplish the following Leadership Excellence actions:

  • Implement a good strategic planning process

  • Conduct strategic assessments of customer needs and expectations

  • Conduct strategic assessments of key stakeholder needs and expectations

  • Conduct strategic assessments of workforce capabilities and needs

  • Conduct strategic assessments of strengths, weaknesses, opportunities, and threats (S.W.O.T.)

  • Conduct strategic assessments of community impact and risks

  • Verify alignment of organization mission, key intended outcomes, strategic goals and objectives and key performance indicators (KPIs) from the executive level to work unit levels of the organization

  • Stimulate and incorporate innovation in understanding challenges, problems, and issues

  • Initiate improvements in work systems and core competencies for creating new products, services, and programs

Module 4 - 2.2 Strategy Implementation

VALUE ADDED - (MANAGERS) - Organization Managers  who successfully implement this OE21 Standard  will understand and be able to accomplish the following Leadership Excellence actions:

  • Create Strategy Action Plans (project plans to implement organization strategy)

  • Track and manage Strategy Action Plans (% complete vs. % planned)

  • Allocate Resources (labor hours, non-labor dollars (material, other costs) to Strategy Action Plans

  • Implement future performance projections and impact related to workforce, products, services and programs needs

  • Conduct CPA/CFO Performance Assessment (survey of financial results as viewed by CPA/CFO)

  • Create or review the final Strategic Plan document

  • Conduct OE21 Innovation Sessions (to help create the final strategy and implementation plans)

  • Integrate Strategy into LFT, CFT, OFT and WFT Excellence Action Plans

  • Integrate Strategy Action Plan metrics into Performance Measurement System (PMS)
