Module 2 Workforce Excellence

WHO BENEFITS FROM MODULE 2 WORKFORCE EXCELLENCE:  Human Resources Manager(s), Work Unit Managers, and Supervisors of employees. The Workforce Focus Team (WFT) Chair Person is accountable for Workforce Excellence results, including workforce environment, workforce engagement, workforce, and leader development and workforce-focused results. All other focus team members benefit from learning how workforce excellence is achieved.

WHAT YOUR WORKFORCE EXCELLENCE  MANAGERS  RECEIVE:

 

Module 2 provides the foundation for Workforce Excellence and includes these OE21 Standards:

5.1 WORKFORCE ENVIRONMENT - Implementation of this OE21 Standard helps the organization:

  • Measure individual and total organization capability compared to requirements;

  • Measure total organization capacity compared to current and future demand and availability;

  • Establish new workforce members acquisition process;

  • Implement workforce change management;

  • Implement work accomplishment process;

  • Survey and improve worker satisfaction with the workplace environment (all key factors);

  • Survey and improve worker satisfaction with workplace benefits and policies; and

  • Implement an Action Plan for improving capability and capacity.


 

5.2a WORKFORCE ENGAGEMENT - Implementation of this OE21 Standard helps the organization:

  • Conduct an assessment of organizational culture and workforce satisfaction based on workforce survey inputs; 

 

  • Measure workforce performance in seven key areas,

 

  • Measure workforce performance by work unit (teams);

 

  • Allocate rewards to work units based on quarterly performance ratings;

 

  • Use work unit ratings to determine the extent of rewards to work units and individuals; and

 

  • Use all of the above to improve workforce engagement and performance.

 

 

5.2b WORKFORCE AND LEADER DEVELOPMENT - Implementation of this OE21 Standard helps the organization assess and document the following workforce and leader development information:

  • Position Descriptions for all work units
     

  • Career Road Maps for all organization roles or job titles
     

  • Training Needs for all work units
     

  • Training Effectiveness assessments
     

  • Process Effectiveness assessments
     

  • Process Improvement Initiatives
     

  • Strategic Contributions of the workforce and leader development processes 
     

  • Workforce Engagement methods and processes
     

  • Workforce Diversity & Respect policies and procedures

7.3 WORKFORCE FOCUSED RESULTS - Implementation of this OE21 Standard helps the organization:

  • Provide Trend Chart results for Baldrige 7.3 Workforce-focused Results

  • Support Organization Performance Reviews and Action Plans

  • Support continuous improvement toward excellence of Results

  • Ensure that the organization is focused on results

  • Aligns results targets (goals) with all organization needs

  • Facilitate Performance Reviews of Key Process Indicators (KPIs)

  • Facilitate Continuous Improvements throughout the organization

  • Improve decision making based on facts and trends

  • Create opportunities for Innovation to solve problems or improve performance in all areas of the organization

When all the above objectives are completed, the OE21 Certification Coach conducts a final review of the Module 2 standards implementation and provides feedback to the focus teams. When all module requirements are met, the OE21 provider organization issues individual certification badges to each focus team participant who actively engaged in implementing this module.
